Bitterly cold temperatures and brisk winds will continue to produce extreme wind chill values below minus 40 tonight. Conditions are expected to improve Tuesday morning as temperatures rise. At these extreme wind chill values frostbite on exposed skin may occur in less than 5 minutes.
